Mr. Gross called the regular meeting of the Board of Education to order at 7:19 p.m. in the Board Room of the District Office and via Zoom.

Approve Consent Agenda

Dr. Archer moved and Mrs. Scott seconded the motion to remove the Superintendent’s Personnel Recommendations and Substitute Appointments from the Consent Agenda to be approved separately and to approve the amended Consent Agenda as follows:

Approve Superintendent’s Personnel Recommendations and Substitute Appointments

There was a discussion surrounding a discrepancy in the personnel recommendations which were in the board packet and that which was available for the public.  The discrepancy was for the appointment of Dajuan Coleman listed as Assistant Coach for the Boys Varsity Basketball team.  His recommendation is for Head Coach for the Boys JV Basketball team, and it is the same salary as listed. Dr. Smith explained that this was an internal error that was updated on the website for the public.

Dr. Smith said there was a question about which sports had new assistant coaches as of last year.   He reported that boys’ and girls’ soccer, baseball, and softball all added additional coaching positions for the 23-24 school year.   

Dr. Archer disclosed that she had family on the recommendations and that she would like to vote. There were no objections to Dr. Archer voting.

Mrs. DeForest asked about the additional duties being recommended due to scheduling at the High School as well as additional duties in the central office.  She wanted to know how they would be paid since they were not part of the budget.  Dr. Smith explained that the money would come from savings that are realized when employees retire.

The following board policies were brought to the Board for a second reading:

Mrs. James Murad said there were no questions, comments or concerns reflecting the changes and she recommended adoption of these policies.

Mr. Zoghby moved, and Mr. Babikian seconded the motion to adopt Board Policies 3440, 7513, 7521 and 1640.

Potential Consideration for Future Meetings

Mr. Gross explained the past practice of adding topics to a running list of items for future consideration. He asked if anyone had anything to add to the list and said he would be emailing the list to the Board.  He also said that the list will need to be prioritized.

Superintendent’s Report

Dr. Smith shared an update on New York State’s Blue Ribbon Commission on Graduation Requirements.  The commission was formed to create recommendations which are intended to ensure all NYS public school students receive the same education opportunities. Dr. Smith shared the Commission’s vision which calls for the following next steps, or transformations: Adopt the New York State Portrait of a Graduate, Redefine Credits, Sunset Diploma Assessment Requirements, and Move to One Diploma.  Dr. Smith explained the next steps including feedback from stakeholders.  He said that in November, there will be more information on what a rollover will look like but at this point, there are no changes, and nothing has been approved or finalized.

There was a board discussion on the new Graduation Requirements and transformations.  Dr. Smith said he appreciates the perspective of the Board and that there is an opportunity for the voices of Board members to be heard.  He will be sending a link for Board members to share their thoughts.  He said he would continue to update the Board as information is made available.

Dr. Smith shared an update on enrollment numbers.  He said the numbers have mostly held steady, except for the Kindergarten at Jamesville which has continued to grow.  He explained that the district budgeted for one less section at Jamesville.  He said he will be keeping a close eye on the numbers and will be setting a timeline as to when decisions will need to be made as to adding a fourth section.  Dr. Smith said that because of the timeframe of the next Board meeting on July 29, he would like to ask permission to add another section should numbers hold steady.  No one objected. 

Lastly, Dr. Smith shared some of the summer work going on at the district including the administrative retreat on July 22 and 23, the annual OCM BOCES Superintendent’s Retreat on July 24 through 26, and an administrator’s personnel conference for Mr. Reyes in July.  He said there is much more work going on throughout the summer.

Unfinished and Continuing Business

Mr. Gross said each year, the four committees of the Board are reconfigured.  The four committees are: Audit, Facilities, Finance, and Policy.  He said he will be sending out a survey and asked the Board to respond indicating their preferences in order of 1, 2 and 3.  He said there are other ad hoc opportunities for the Board to take part in, including a liaison committee with the Town of DeWitt as well as an advocacy coordinator and service on a future strategic planning committee.  Mrs. DeForest suggested an ad hoc committee for the Board Governance Handbook.  

Mrs. DeForest asked for an update on how many personnel positions are still open.
