Mr. Gross called the meeting of the Board of Education to order at 6:00 p.m. in the Board Room of the District Office.   

At 6:01 p.m., Mrs. Austin moved, and Mrs. James Murad seconded the motion to adjourn to Executive Session for the purpose of discussing the employment history of certain persons.

At 7:00 p.m., Mr. Gross called the public session of the meeting to order.

Red Ram Recognition

Mr. Gross recognized the Christian holiday of Easter and shared background on the holy day.

Mr. Gross also recognized and congratulated the following:

    • All students and staff that participated in the Walk-a-Thon, which raised over $7,000 for Rise Above the Streets. The event was held from March 22 to 23 on the High School Indoor Track and was well attended.
    • Simran Sanders, a seventh-grade student at JDMS who won the 2024 Post Standard-Syracuse.com Spelling Bee. She will go on to compete at the Scripp’s National Spelling Bee.
    • Kaya Prasad, second place finisher in the 2024 Post Standard-Syracuse.com Spelling Bee
    • All spring sport athletes and coaches. He said the season has begun and wished all a good season.

Mr. Gross concluded by reading an excerpt from a letter that Dr. Smith received from a parent praising the work of Cindy Heaslip, middle school librarian.

Approve Resolution for 2024-2025 Technology Lease

Mr. Zoghby moved and Mrs. DeForest seconded motion to approve the following Resolution:

RESOLUTION OF THE BOARD OF EDUCATION FOR THE
JAMESVILLE-DEWITT SCHOOL DISTRICT

WHEREAS, the Board of Education of the Jamesville Dewitt School District

desires to enter into up to a 5 year service contract with the Onondaga-Cortland-Madison Board of Cooperative Educational Services (hereafter referred to as OCM BOCES) in order for the Regional Information Center (RIC) to furnish certain services to the District pursuant to Education Law 1950(4)(jj), those services being but not limited to classroom technology and library automation and other instructional technologies in CoSer 562 and/or CoSer 620.

NOW, THEREFORE, it is

RESOLVED, that the Board of Education of the above School District agrees to enter into a contract with the OCM BOCES for the provision of said services to the District in total over the life of this agreement not to exceed the principal amount of $425,000.00 plus related borrowing fees incurred by the OCM BOCES on behalf of the school district, plus yearly Regional Information Center support during the term of this contract. This amount may be amended with the approval of both parties. Payments will be made as part of a regular annual BOCES contract for services. Further, this contract will be finalized by the Superintendent of the school district and is subject to the approval of the Commissioner of Education for both this multi-year service agreement and the OCM BOCES Installment Purchase contract which will be entered into on behalf of the school district at its request. This contract will be for a maximum period of 5 years commencing on or about 07/01/2024.

Approve Resolution Calling the 2024 Annual District Meeting and Election of the Jamseville-DeWitt Central School District and Authorizing Related Matters

Mrs. Austin moved, and Mr. Baxter seconded motion to approve the following Resolution:

RESOLUTION CALLING THE 2024 ANNUAL DISTRICT MEETING AND ELECTION OF THE JAMESVILLE-DEWITT CENTRAL SCHOOL DISTRICT AND AUTHORIZING RELATED MATTERS

BE IT RESOLVED by the Board of the Jamesville-DeWitt Central School District, Onondaga County, New York (the “District”) as follows:

    • That the Board will conduct a public hearing at the Jamesville-DeWitt High School Large Group Room located at 6845 Edinger Drive in the Town of DeWitt, New York on May 13, 2024, commencing at 7:00 p.m., for the purpose of discussing the expenditure of District funds and the budget therefor for fiscal year 2024-2025.
    • That the Board hereby directs that the district’s proposed budget for the 2024-2025 school year shall appear on the ballot at the 2024 Annual District Meeting and Election (the “Annual District Meeting and Election”) as Proposition No 1.
    • That in addition to the budget proposition which shall appear on the ballot as Proposition No. 1, the Board hereby approves and adopts the following proposition pertaining to the purchase of school buses and other transportation vehicles, which shall be placed on the ballot at the Annual District Meeting and Election as Proposition No. 2:

PROPOSITION #2 – PURCHASE OF STUDENT TRANSPORTATION VEHICLES

Shall the Board of Education (“Board”) of the Jamesville‑DeWitt Central School District (“District”) be authorized to purchase student transportation vehicles for a combined maximum estimated expenditure of $684,357, and to obtain the necessary funds by the levy of a tax upon the taxable property of the District, to be collected in annual installments in the years and in the amounts as the Board shall determine in accordance with Section 416 of the Education Law, and, in anticipation of such tax, to issue up to $684,357 of obligations of the District?

    • That in addition to the budget proposition which shall appear on the ballot as Proposition No. 1 and the student transportation vehicles proposition which shall appear on the ballot as Proposition No. 2, the Board hereby approves and adopts the following proposition pertaining to an Ex-Officio Student Board Member, which shall be placed on the ballot at the Annual District Meeting and Election as Proposition No. 3:

PROPOSITION #3 – EX-OFFICIO STUDENT BOARD MEMBER

Shall the Board of Education be authorized to appoint an ex‑officio, non-voting student member to serve on the Board pursuant to Education Law §1804(12), subject to criteria established by the Superintendent for selection of such a student member and further subject to the requirements that such student shall serve for only one year, shall be a high school senior and shall have been in good standing for a period of not less than two years prior to appointment to the Board of Education?  If approved, such student member shall be a non-voting member of the Board but shall be entitled to sit with Board members at all public meetings of the Board and to participate in all Board public hearings and meetings.  The student Board member shall not be allowed to attend executive session and shall not receive compensation of any form for participating at Board meetings.

    • That in addition to the budget proposition which shall appear on the ballot as Proposition No. 1, the student transportation vehicles proposition which shall appear on the ballot as Proposition No. 2, and the ex-officio student board member proposition which shall appear on the ballot as Proposition No. 3, the Board hereby approves and adopts the following proposition pertaining to funding for the Community Library of DeWitt & Jamesville, which shall be placed on the ballot at the Annual District Meeting and Election as Proposition No. 4:

PROPOSITION #4 – ANNUAL APPROPRIATION FOR COMMUNITY LIBRARY

Shall the Board of Education of the Jamesville-DeWitt Central School District (“District”) levy and collect a tax in the amount of $1,612,518.00 for the support of the Community Library of Dewitt & Jamesville, pursuant to Section 259 of the Education Law?

    • That voting upon (i) the District’s 2024-2025 annual school budget; (ii) the District’s propositions hereinabove set forth; (iii) the election of members of the Board; (iv) annual appropriation for Community Library of DeWitt & Jamesville; and (v) such other business as is authorized by law, will take place at the Annual District Meeting and Election on Tuesday, May 21, 2024 at the Jamesville-DeWitt High School, 6845 Edinger Drive in the Town of DeWitt, New York, between the hours of 7:00 a.m. and 9:00 p.m., and that such voting shall be by voting machine.
    • That except as hereinafter provided, the official notice of the aforesaid public hearing and Annual District Meeting and Election shall be in the following form:

NOTICE OF PUBLIC HEARING AND VOTE ON THE 2024-2025 ANNUAL BUDGET, SEPARATE PROPOSITIONS AND ELECTION OF MEMBERS OF THE BOARD OF EDUCATION OF THE JAMESVILLE-DEWITT CENTRAL SCHOOL DISTRICT. 

NOTICE IS HEREBY GIVEN that on May 13, 2024, commencing at 7:00 p.m., the Board of Education (the “Board”) of the Jamesville-DeWitt Central School District (the “District”) will conduct a public hearing at the Jamesville-DeWitt High School Large Group Room located at 6845 Edinger Drive in the Town of DeWitt, New York for the purpose of discussing the statement of the amount of money which will be required for school purposes for the 2024-2025 fiscal year, specifying the several purposes and the amount for each (the “Budget”).

NOTICE IS FURTHER GIVEN that detailed copies of the Budget, together with the appendages required by Section 1716 of the Education Law and the text of any proposition that will be presented to the voters, may be obtained by any taxpayer of the District at the Office of the Clerk of the District (the “District Clerk”) located at 6845 Edinger Drive, DeWitt, New York, at each schoolhouse in the District, between the hours of 9:00 a.m. and 4:00 p.m. on any day during the fourteen (14) day period immediately preceding May 21, 2024, other than a Saturday, Sunday or holiday, at the Community Library of DeWitt & Jamesville and on the District’s website at https://www.jamesvilledewitt.org/.

NOTICE IS FURTHER GIVEN in accordance with Section 495 of the Real Property Tax Law that the District shall prepare a Real Property Tax Exemption Report (the “Exemption Report”) which shall show how much of the assessed value on the final assessment roll (utilized for the school tax levy) is exempt from taxation by the District.  The Exemption Report will list every type of exemption granted and will show:  (1) the cumulative impact of each type of exemption; (2) the cumulative amount expected to be received as payments in lieu of taxes (PILOTS), or other payments, from recipients of each type of exemption; and (3) the cumulative impact of all exemptions granted.  The Exemption Report will be posted on the District’s website and on District bulletin boards utilized for posting public notices.  The Exemption Report will be annexed to any preliminary District budget and shall become part of the final budget.

NOTICE IS FURTHER GIVEN that voting, by voting machines, will take place on Tuesday, May 21, 2024, at the polling place hereinafter specified, between the hours of 7:00 a.m. and 9:00 p.m. thereof, upon the matters hereinafter set forth:

    • (1) To elect three (3) members of the Board to fill the following vacancies:

For a three-year term – Incumbent, Kelly Austin

For a three-year term – Incumbent, Jalal Zoghby

For a three year term – Incumbent, Dana Corcoran

    • (2) To vote upon the adoption of the District’s 2024-2025 budget, which will appear as Proposition No. 1 on District voting machines.
    • (3) To vote upon the adoption of a proposition to purchase school transportation vehicles as set forth below, which will appear as Proposition No. 2 on District voting machines.

PROPOSITION #4 – ANNUAL APPROPRIATION FOR COMMUNITY LIBRARY

Shall the Board of Education of the Jamesville-DeWitt Central School District (“District”) levy and collect a tax in the amount of $1,612,518.00 for the support of the Community Library of Dewitt & Jamesville, pursuant to Section 259 of the Education Law?

NOTICE IS FURTHER GIVEN that candidates for the office of members of the Board shall be nominated by petition, and that a separate petition is required to nominate each candidate.  Every petition must (i) be directed to the District Clerk; (ii) be signed by at least twenty-five (25) qualified voters of the District or 2% of the number of voters who signed the register of voters in the previous annual election of the Board, whichever is greater, with such number to be determined by the number of persons recorded on the register of voters at such election; (iii) state the residence of each signer and the name and residence of the candidate; and (iv) be filed with the office of the District Clerk at 6845 Edinger Drive in the Town of DeWitt, New York, between the hours of 9:00 a.m. and 5:00 p.m. local time, daily, and no later than 5:00 p.m. on Monday, April 22, 2024.  Petition forms may be obtained from the office of the District Clerk at the District Office Building.

NOTICE IS FURTHER GIVEN that to be a “qualified voter” a person must be a citizen of the United States, at least 18 years of age, and a legal resident of the District for a period of thirty (30) days immediately prior to May 21, 2024 and not otherwise prohibited from voting under the provisions of section 5-10b of the Election Law.

NOTICE IS FURTHER GIVEN that pursuant to Section 2018-f of the Education Law, qualified voters of the District may obtain applications for an early mail ballot from the Office of the District Clerk.  A completed early mail ballot “application” must be received by the District Clerk at least seven (7) days before the May 21, 2024 vote (i.e., by May 14, 2024) if the early mail ballot is to be mailed to the voter, or the day before the May 21, 2024 vote (i.e., May 20, 2024) if the early mail ballot is to be delivered personally to the voter.  No early mail voter’s “ballot” will be canvassed, unless it is received in the office of the District Clerk by 5:00 p.m. on May 21, 2024, the day of the vote. In accordance with Section 2018-f(7) of the New York Education Law, a listing of all persons to whom an early mail ballot is issued will be available for public inspection in the Office of the District Clerk during regular office hours until the day of the vote. A challenge to an early voting ballot may not be made on the basis that the voter should have applied for an absentee ballot.

NOTICE IS FURTHER GIVEN that applications for absentee ballots for the election may be obtained at the office of the District Clerk. A completed absentee ballot “application” must be received by the District Clerk at least seven (7) days before the May 21, 2024 vote (i.e. by May 14, 2024) if the absentee ballot is to be mailed to the voter, or the day before the May 21, 2024 vote (i.e. May 20, 2024) if the absentee ballot is to be delivered personally to the voter. No absentee voter’s “ballot” will be canvassed unless it is received in the office of the District Clerk by 5:00 p.m. on May 21, 2024, the day of the vote.  In accordance with Section 2018-a(6) of the Education Law, a listing of all the persons to whom absentee ballots shall have been issued will be available for public inspection in the office of the District Clerk during regular office hours until the day of the vote. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge.  Such written challenge shall be transmitted by the District Clerk to the inspectors of election on the date of the vote.

NOTICE IS FURTHER GIVEN that military voters who are not currently registered may apply to register as qualified voters of the District.  Military voters may request an application to register as a qualified voter from the District Clerk.  Military voter registration application forms must be received in the Office of the District Clerk no later than 5:00 p.m. on April 25, 2024.  In order for a military voter to be issued a military ballot, the District must have received in the office of the school district clerk a valid ballot application no later than 5:00 pm on April 25, 2024. A military voter may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such registration, ballot application, or ballot. Such designation shall remain in effect until revoked or changed by the military voter.  Ballots for military voters shall be mailed, or otherwise distributed, no later than April 26, 2024.

NOTICE IS FURTHER GIVEN that additional propositions may be placed upon the ballot for consideration by voters upon petition signed by twenty-five (25) qualified voters of the District or 2% of the number of voters who signed the register of voters in the previous annual election of the Board, whichever is greater, with such number to be determined by the number of persons recorded on the register of voters at such election, and submitted to the District Clerk at 6845 Edinger Drive in the Town of DeWitt, New York, no later than 5:00 p.m. on Monday, April 22, 2024 (except as to a question or proposition required by law to be stated in this Legal Notice); provided, however, that (i) such proposition must be within the power of the voters to decide; (ii) teachers’ salaries and ordinary contingent expenses are not subject to amendment by proposition; (iii) any proposition which requires the expenditure of monies must specify the amount of the appropriation therefore; and (iv) any additional proposition is subject to review and revision, without change of intent, by the District’s legal counsel.

NOTICE IS FURTHER GIVEN that the complete register of voters of the District will be filed in the office of the District Clerk and that such register will be open for inspection by any qualified voter of the District between the hours of 9:00 a.m. and 4:00 p.m. on each of the five (5) days prior to Tuesday, May 21, 2024, except Sundays.

Budget Discussion, State Aid Update

Mr. Bartlett explained that were was not an update to share since the State has extended the timeline to April 4th to approve their budget.   He said he will be meeting with the Finance Committee next week and will hopefully have news on the State Budget at that time.

Director of Technology Report, Mr. Douglass

Mr. Douglass shared a presentation with the Board which included an overview of the status of technology in the district, information on project funding, data security, and a description of the network closet restructuring project.  In addition, Mr. Douglass provided information on recently completed, current and upcoming projects including cabling, switches, emergency notification system/public announcement and access points. Lastly, Mr. Douglass shared a technology forecast for the next six to twelve months.

Dr. Smith praised Mr. Douglass and said that since he has been in the position of Director of Technology he has had a significant number of technology projects that he developed or inherited, including replacing every switch/access point in the district, involvement in the IP access and controls project, reworking the technology ticketing system, and monitoring cyber security systems.  He said that Mr. Douglass has very quicky distinguished himself with expertise and hard work. He thanked him for the quality of work he has done.

Superintendent’s Report, Dr. Smith

Dr. Smith updated the Board on the Southwood property and said that he and Mr. Bartlett met with the Onondaga Town Supervisor and two board members.  He said they had preliminary conversations and information from the meeting will be shared with the Facilities Committee.

Dr. Smith shared an update on threat assessment training by Onondaga County.  He said that in the fall the High School and Middle School administration and some staff were trained on protocols for Level 1 threat assessment with the promise of training for Level 2.  Dr. Smith said that on March 22, representatives from the County met with Superintendents to share updates on the protocol for requesting a Level 2 assessment and the process that would be used, if and when the need arises.  He said that he wanted the Board to know that we have resources available in the area of mental health through a partnership that exists between the District and the County.  

Dr. Smith said Mr. Gross, Mr. Baxter and Mr. Zoghby normally meet with the Town of DeWitt every few months, and that he will be reaching out to them to get a meeting scheduled.

Dr. Smith reminded all that the next board meeting is at 6:00 p.m. on Wednesday, April 17 and that due to conflict with the choral festival, the agenda will be streamlined so that anyone interested can attend both.

Lastly, Dr. Smith shared upcoming events including the BOCES Annual Dinner, the solar eclipse, the new softball facilities ceremonial first pitch and Eid Al Fitr.

Board President’s Report

Mr. Gross reported on the Board retreat where the Board discussed the tax cap formula and issues surrounding it. He said Mike Shusda presented at the retreat.    

Mr. Gross shared that the electric bus event is scheduled for April 11 at 6:00 p.m. at OCM BOCES in Liverpool and that the event is open to the public.  He also shared that the CNYSBA Annual Dinner is scheduled for May 22 and to mark the date.

Lastly, Mr. Gross shared important upcoming dates for the Budget Vote and Board of Education Election. He also said that petitions for board membership are available in the District Office and are due back by 5:00 p.m. on April 22.

Student Board Member Report, Mr. Al-Mudamgha

Mr. Al-Mudamgha shared that the HS Walk-a-Thon raised over $7,000 for the charity, Rise Above the Streets.  He congratulated all involved and said everyone had a great time.  He reported on the Lunch Rescue Initiative and said there was a large drop off of food to the Jamesville Food Pantry recently.  Mr. Al-Mudamgha reported that preparations for Model United Nations continue to go well, and that the charity is ALS of CNY.

Unfinished and Continuing Business

Mrs. DeForest asked for an update on the block scheduling at the Middle School.

Mr. Gross reminded the Board and the public that the public forum scheduled for Thursday, April 4 needs to be rescheduled. 

Mr. Al-Mudamgha stated that he will not be in attendance at the April 17 meeting and to strike his report from the Agenda.

Dr. Corcoran requested an update on how bus routes are updated by the Transportation Department. Mr. Bartlett explained how the bus routes are updated every year, and he said that the district will be putting out an RFP to do an efficiency study.

At 7:50 p.m., Mr. Baxter moved, and Mrs. James Murad seconded the motion to adjourn to Executive Session.
