Mrs. DeForest called the meeting to order at 7:15 p.m., following the Reorganization Meeting.
Red Ram Recognition
Mrs. DeForest introduced and welcomed Mr. Pete Mahunik as Interim Business Administrator and thanked him for working with the district during this time at Jamesville-DeWitt. Mrs. DeForest also welcomed Mr. Greg Lawson as Principal of the High School and shared his experience in education. Mrs. DeForest congratulated the Class of 2022, including all students, parents and staff. She also thanked Mr. Keenan for all of his work to make graduation a special event. Mrs. DeForest recognized and congratulated Mr. Scott Schwedes, J-D alumnus, who was inducted into the Syracuse Sports Hall of Fame. Lastly, she thanked the Buildings and Grounds crews, the maintenance staff, and the custodial staff for their hard work they do during the summer to get the grounds and buildings ready before back to school.

Tiffany Gratien commented on the misuse of chromebooks in the middle school and the lack of monitoring of what sites students visit. She asked the name of the program that will be used to filter inappropriate content.

Approve SEQRA Resolution for Smart Schools Bond Act

Smart Schools Bond Act
It is, RESOLVED, that the SEQRA Resolution is a Negative Declaration – Pursuant to Article 8 of the Environment Conservation Law, Jamesville-Dewitt Central School District will act as Lead Agency, with said entity located at 6845 Edinger Drive, DeWitt, NY 13214 and the contact is Peter Smith, Superintendent, (315) 445-8304.
WHEREAS, according to the regulations of the New York State Education Department, the Jamesville-DeWitt Central School District is primarily responsible for assuring compliance with the procedural and substantive requirements of the State Environmental Quality Review Act and the regulations of the Department of Environmental Conservation of the State of New York (6 NYCRR Part 617, as amended) promulgated there under (“SEQRA”); and Based upon review of the proposed project, the Board hereby declares itself lead agency to the extent necessary for this purpose and hereby finds that the proposed action constitutes a type II action as such quoted term is defined in SEQRA and, therefore, is not subject to any further review by the School District under SEQRA; and
WHEREAS, the proposed upgrades to existing fiber optic cabling, installation of new cabling, and construction of secured communication equipment rooms includes general reconstruction and renovation at the Jamesville-DeWitt High School, in DeWitt, (“the Renovation Project”); and
WHEREAS, the Renovation Project has been classified Type II action for the State Environmental Quality review Act (SEQRA), which action will not have any significant impact on the environment and are not subject to review under SEQRA; and
IT IS THEREFORE RESOLVED, that the Board hereby determines that the Renovation Project will not have a significant environmental impact; that a Draft Environmental Impact Statement is not required for such action and will not be prepared; and that this Negative Declaration shall be filed with the EAF in the District Office where they will be available for public inspection

Mrs. DeForest said she received a letter from Sandra Ruffo, current Area 4 Director, asking for a nomination from our District for re-election to a 5th term. Mrs. DeForest said she will write a letter on her behalf.

Professional Learning Plan, Mr. Franz
Mr. Franz presented the Jamesville-DeWitt School District Professional Learning Plan, which is a document submitted annually to the State Education Department. He reviewed the regulations and requirements, overview of the planning process, and highlighted the goals and objections. The plan will come back to the Board for approval at the next meeting and then will be submitted to the State Education Department. (See Supplemental Minutes).
Board Handbook, Roles and Responsibilities, First Reading
Mrs. DeForest thanked Dr. Archer for facilitating the work of this committee and the work involved. Dr. Archer explained the background of the document and how there is ongoing development of the section of the handbook related to roles and responsibilities for Board members, the Superintendent, and community members. She said the document was researched and based on NYSSBA guidance as well as handbooks from other Districts. She said the committee met multiple times before submitting to Dr. Smith, Mr. Gross and Mrs. DeForest for input. This document will come back for a second reading. (See Supplemental Minutes).
Potential Consideration for Future Meetings
Mrs. DeForest asked Ms. McKenney and Dr. Archer if there was anything that needed to be brought to the Board from the District Equity Council to let her know.
Mrs. DeForest said the Potential Consideration document is a living document in the Board’s miscellaneous folder, as updates are made it will be reflected in the document. She said it will be sent out for next meeting and will be moved to the 22-23 resource folder in the shared drive.
Mrs. DeForest and Ms. McKenney both stated we would like to see more kids at the meetings, as it was nice to see the middle school students at the meeting in June.
Superintendent’s Report, Dr. Smith
Dr. Smith provided the Board with an enrollment update. He said to date there are not many changes, with no surprises and no additional sections or no loss of sections at this time. He said Kindergarten enrollment is continuing to grow with solid numbers in all buildings.
Dr. Smith provided a construction update and said that with school not in session, there have been new areas of work opened up. He shared pictures of the pool at the middle school and said he is hopeful that the work will be done in August in time for the fall swim season. He also shared pictures of the Middle School library which will not be back online until sometime in the fall. Dr. Smith shared pictures of the work being done at Jamesville Elementary School which includes the construction of bathrooms near the gym to enhance security, the demolition and restoration of the sensory room, addition of gender neutral single use bathrooms and a facelift for the gymnasium. He showed pictures of the new entry way being constructed at Moses DeWitt. Dr. Smith said the working is progressing satisfactorily and he is optimistic with the timelines.
Dr. Smith welcomed Mr. Peter Mahunik as the Interim Business Administrator and said we are fortunate to have him as he comes with tremendous experience. Dr. Smith also welcomed Mr. Lawson to the High School and said that he has been busy working with Assistant Principal Nylen to prepare for the start of school.
Dr. Smith stated that as we are bringing on a number of new staff for the 22-23 school year. Mr. Reyes will be doing an onboarding session before school starts in August. He said that we continue to support new staff through a mentoring program and other opportunities. He said he was very pleased with the work Mr. Reyes and the principals are doing.
Dr. Smith said the administrative staff had the first two hour session of bystander training through Vera House with the second session taking place at the Administrative Retreat in August. He said training is being organized for all instructional staff to take place over two sessions between opening days in September and November conference days.
Dr. Smith said the District Safety Plan will be presented at the next meeting with modifications and updates for the 22-23 school year. He said he met with the Town of DeWitt Police Department for a walk around of the exterior of the buildings and talked about first-responder training in buildings and security enhancements. Lastly, Dr. Smith spoke about the passage of Alyssa’s Law, which centers on panic buttons in schools. He said he has not yet received information but that research is currently being done and there will be more to come.

Mrs. DeForest read a thank you note to the Board from Josh Akin, recipient of the Board’s scholarship.
Mrs. DeForest stated the OCM BOCES has had a replacement of a Board member from the Cortland area. She also said that our representative, Marissa Mims, represents both J-D and F-M and that if there is anything we need we can reach out to her.
Mrs. DeForest said she will be sending out the SuperEval link to complete by July 20 and will discuss evaluation during Executive Session at the meeting on July 25. She also said we will do a self-evaluation for the Board and use that data at the Board Retreat. Mrs. DeForest said that she has a proposal from InterFaith Works for community wide dialogue and will share with the Board. Lastly, Mrs. DeForest said she would send a Google Survey for interest in committees and leadership on the committees.
At 8:16 p.m. Mr. Zoghby moved and Mrs. James Murad seconded the motion to adjourn the Meeting.
