Mrs. DeForest called the Board Meeting to order at 7:28 p.m. in the Board Room of the District Office and via Zoom.

Amendments to the Agenda

Ms. McKenney moved and Dr. Archer seconded the motion to amend the Agenda as follows:

Remove the Oath of Office for Malak Aljerari, Student Board member, remove the second reading of the Board Handbook, and remove the Superintendent’s Personnel Recommendations from the consent agenda to the regular agenda.

Red Ram Recognition

Mrs. DeForest recognized two high school students, Dante Santos and Sadie Withers, who are serving as members of the Advisory Committee for the New York State Public High School Athletic Association for Section III.  Dante is a representative on the statewide committee, also. She congratulated both students and said we are very proud of their leadership.

Approve Superintendent’s Personnel Recommendations

Ms. McKenney moved and Mr. Zoghby seconded the motion to approve the Superintendent’s Personnel Recommendations as amended.  Dr. Smith explained the recommendations are being brought forward with an amendment which removes a non-instructional substitute custodian that is still in the process of meeting the hiring requirements.  This individual will be brought back for approval once he has met all the requirements.

Mr. Leach moved and Ms. McKenney seconded the approval of the Minutes of the July 11, 2022 Reorganization meeting and the July 11, 2022 Board meeting.

Approve 2022-2023 Professional Learning Plan

Mr. Zoghby moved and Mrs. Austin seconded the approval of the 2022-2023 Professional Learning Plan.  (See Supplemental Minutes).

Approve 2022-2023 School Lunch Prices

Ms. McKenney moved and Dr. Archer seconded the approval of the 2022-2023 School Lunch Prices. (See Supplemental Minutes). 

Dr. Smith credited Ms. Rita Vedsted, Director of Food Service, who stepped in during Covid and did an excellent job with the many challenging circumstances.  Mr. Mahunik said that the federal government did not continue the free lunch program for the 2022-23 school year and therefore, students will need to pay for meals.  Students eligible for free and reduced priced lunches will fill out required forms to access FRPL. Dr. Smith said the County helps out by providing a list of eligible families and the District communicates with families, as well.

Potential Consideration for Future Meetings

Mrs. DeForest said there is a list of topics in the 2022-23 Board shared folder and that Mrs. Austin and Mr. Gross will review and organize the list of future consideration.  Mrs. DeForest will then send out the list for members to prioritize.

Superintendent’s Report, Dr. Smith

Dr. Smith reported that there has been little changes in enrollment since the last Board meeting.  He said although there are no significant changes, we are starting to see fluctuations as we normally do at this time in the summer.  This includes receiving requests for records, as families move out of the district.  He said that Tecumseh is teetering on an additional sections and that he is closely watching.  He asked the Board, if it is necessary, if they would be comfortable in allowing him to add additional sections, should the numbers warrant it.  The Board gave Dr. Smith a unanimous yes.  Mrs. DeForest asked Dr. Smith if he anticipated many more families registering in August.  Dr. Smith explained that historically, the least predictability occurs at Moses DeWitt.

Dr. Smith provided a construction update.  The work at Moses DeWitt and Tecumseh is progressing and should be completed on time.  Dr. Smith said he had a meeting at the Middle School last week and there was discussion surrounding the finishing of the classrooms.  He said that we are in a position where we will need to take occupancy of house one before the work is completed.  He said he will provide an updated schedule once it is received.  Dr. Smith also reminded the Board and Facilities Committee that we are in the middle of an emergency project in the High School kitchen.  He said that we are anticipating being able to take back over the dish room in the kitchen at the start of school, with finishes not yet completed.  He will provide more information once he receives it from the contractor.

At 7:50 p.m. Malak Aljerari joined the meeting.

Dr. Smith updated the Board on administrative activities, including the District Administrative Retreat taking place off-site on August 2nd and 3rd.   He said the agenda will include Part two of Bystander Training, planning for the 2022-2023 school year, tasks for year 3 of the Strategic Plan as well as tasks that are carrying over.  He said that he will be attending the OCM BOCES Superintendent’s Retreat from August 3rd through 5th.  

Dr. Smith shared that Bystander Training will be offered to Board members and he will share the dates.

Lastly, Dr. Smith provided an update on Pre-K.  He said we have 102 spots available with four classrooms of 18 students at Jamesville-DeWitt and 30 students at RECC.  He said we have accommodated students from the wait list and have 1 to 2 spots left at this time, and that we will utilize a waitlist which will operate on a first come basis.  

Mrs. DeForest asked for a construction update at the High School and Dr. Smith shared that the timelines look good and that we are on schedule with the STEAM wing and seven renovated classrooms. Dr. Smith shared information on an injury to a construction worker, which occurred recently. He was impressed with the way LeChase Construction followed up.  He said he did not expect this to be a liability to the District and that he was sorry for the worker’s injury.

Oath of Office for ex-officio Student Board Member

Mr. Gross moved and Ms. McKenney seconded the motion to add the Oath of Office for Student Board Member to the Agenda. 

Motion carried (8-0-0).     

Malak Ajerari read and signed her Oath of Office. 

Mrs. DeForest welcomed her to the board and asked her to introduce herself to the community.

Malak said she was excited to connect information from the Board with the student body.  She said was sorry she missed the first meeting, as she was visiting family in Morocco.  She said her other part of her family is from Libya and that she has very strong family values.  She said she was busy studying for her SAT test in August.

Board President’s Report, Mrs. DeForest

Mrs. DeForest reported on professional learning opportunities for Board members including Bystander training and NYSSBA Leadership in Education event.  She said anyone is interested in the NYSSBA opportunity to reach out to her as there are some funds available.  She also shared information on the NYSSBA Annual Conference which is taking place in Syracuse this year and said that since there is no overnight expense, we will be able to send more people. She directed anyone interested to email Tish.  Mrs. DeForest also said that InterFaith Works has provided a proposal to facilitate community dialogues as well as Board retreats and she said there will be an opportunity for a book study through CNYSBA.  Mrs. DeForest reminded the Board of the first retreat, August 29th.

Mrs. DeForest shared that she and Dr. Archer took the new member training again and if anyone would like a refresher, to let her know.

Lastly, Mrs. DeForest thanked everyone for completing the Board of Education Committee survey and shared the list of committees and chairs.  She said it is in the 2022-23 resource folder in the shared drive as well as on the Board member page of the District website.  Mr. Gross stated that any Board member is allowed to attend a committee meeting.

Unfinished and Continuing Business

Mrs. DeForest said the auditors are no longer in person, but are writing their report for review at the State level.  Dr. Smith said they provided an exit interview with some preliminary review, which sounded extensive.  He said he did not expect to receive a report before October or November and that once the final report is provided, we will have thirty days to respond.
